What is a thrift savings plan? A thrift savings plan or TSP is a retirement plan for civilians who are employed by the United States government and are members of the Uniformed Services of the United States.


The TSP falls under the category of what is known more broadly as a type of defined contribution plan, and is administrated and regulated by the Federal Thrift Investment Board.


TSP plans are similar to 401k plans, since the retirement funds in the account depends on how much has been contributed both by the employee and their employer during their working years, as well as the earnings of these contributions.


Which employees are eligible? If you are covered by FERS, CSRS, or CRS offset, you are eligible for a TSP plan.


All participants are eligible to receive tax deferral on contributions, in service withdrawals for financial hardship beginning on or after age 59, a choice of five investment funds, the ability to transfer monies from other eligible retirement savings account plans into a TSP account, a loan program and a choice of post separation withdrawal options.


For certain FERS civilian employees, with a TSP plan, the government also makes automatic matching contributions. Employees who are under the CSRS or civil service retirement system are eligible for a TSP plan, but are not eligible for matching contributions.


Typically, in this case, the matching contributions are one percent independent of employee contributions, and then .05 percent for each one percent contributed by an employee thereafter. Military members and those serving in the armed forces, generally, are not eligible for these matching contributions.


In the case of FERS employees, the TSP is one of three parts of total retirement coverage, and FERS employees have the option of receiving two different types of agency contributions to their TSP accounts, which together, can equal as much as fiver percent of basic pay.


These are known as agency automatic and agency matching contributions respectfully. With an agency automatic contribution, once an employee is eligible, their agency automatically makes deposits into their TSP account, regardless of employee contribution amount, as stated above, up to one percent of basic pay, up to the IRS allowed annual limit.


With an agency matching contribution, once an employee becomes eligble, the agency will match the first three percent of basic pay, with the next subsequent two percent of basic pay matched fifty cents on the dollar.

Traveling can be a lot of fun as individuals or as a family. With the rising costs of gas prices, many of us stay close to home rather than traveling long distances to vacation hot spots.

I have been the marketing manager for a resort property for over 11 years. My primary responsibility is to market this establishment to attract new guests to stay with us as well as to entice repeat guests to join us again for another great getaway.

Many of us would love to enjoy a vacation but simply are not able to afford the cost for a room. I have listed a few ways to cut the costs and enjoy a much needed getaway for a fraction of the cost.

Coupons – Many motels participate in programs where you can receive two nights for the price of one night. Ask about these discounts when making your reservation. Check the motel’s website prior to calling to see if there are any specials listed online that must be mentioned prior to receiving the discount.

Corporate Rate – You can often receive an additional 10% off just for presenting your business card at a motel. Of course this depends on whether or not you are arriving during their peak season, but it certainly is worth asking about.

Military Discount – Some establishments will give a considerable price break for those serving in the military. You will need to present proper identification upon check-in so be prepared to do so.

AARP – Are you a senior citizen and a member of AARP? You are eligible for an additional 10% off your room rate at all participating motels.

Group Rates – Motels love groups and it is important to ask if there are any group rates available during the time you intend to arrive. If you are arriving during a time when the establishment does not intend to have occupancy, they may graciously extend a discount for your group. Certain requirements will apply and will vary.

Travel Midweek – It’s typical for motels to be very busy on the weekends and slower during the middle of the week. Try to travel Sunday – Thursday to receive the best deals. The rates are usually lower during the middle of the week. Combine this with a coupon or other discount and you are well on your way to savings.

Off-Season Specials – Check the local newspapers and travel websites for any specials the motel may be offering. Depending upon the location of the motel, you can get a great discount! For instance, take in a winter storm at the beach and you are certain to get a spectacular deal!

Mailing List – If you enjoyed your stay, ask the front desk if they have a mailing list. Perhaps they can mail you unadvertised specials or keep you posted of any savings coupons they may be offering.
Traveling doesn’t always have to break our pocketbook. If you take a moment to do your research prior to making your reservation, you will be well on your way to saving yourself some money.

In today’s economy, consumers are scrambling for ways to save money wherever they can, often, buying only the necessities. Consequently, businesses are suffering from a reduction in revenue, especially those that rely on discretionary spending by consumers.

However, consumers don’t have to stop spending to save money. More than ever before, small businesses are willing and able to negotiate the cost of their products and services with potential customers.

Everything from insurance to home improvement products to medical services are now being offered on a “what are you able to pay?” basis. Consumers looking for ways to save money need to be aware and take advantage of this relatively new opportunity to save money.

Here are some money saving tips if you’re going to be a successful price negotiator. Don’t be an obnoxious “haggler” over nickels and dimes. Be gracious. The success of this approach will depend on the generosity of the proprietor. If you offend or irritate the proprietor, you will not be given the opportunity to save money.

The best approach is always to let them know how much you can afford to spend, why you can only afford to spend that much, and ask what can you get within that range. Often, the proprietor will offer to provide what you’re looking for within the range of affordability that you’ve identified.

One area that tends to be overlooked in terms of being able to negotiate a lower price is the professional service sector including insurance, banking services, medical services, legal services, and others. Just like everyone else, their business revenues are down due to economic conditions and they have become more sensitive to the needs of their cash strapped clients.

- Insurance: Let the agent or representative know how much you can afford to spend on a monthly or annual basis. Ask them if they are willing to put together a policy within that price range by applying as many discounts as possible, going with higher deductibles, and eliminating some of the optional “fluff” coverage for which you can assume the risk. There are, also, a variety of ways that agents can adjust the cost of business insurance including asking the underwriter for premium modifications and policy credits, offering to accept a lower commission, and providing pay-in-full discounts.

- Banking services: Ask your mortgage and credit card lenders for a lower interest rate. This is a very competitive industry and rates can often be adjusted as needed to retain preferred customers without having to reapply. Ask your lenders if you qualify for a rate modification. For your checking account, most banks can convert your account to a “free account” at your request. You may need to agree to maintain a certain minimum balance.

- Medical Services: The cost of your medical insurance can be adjusted by going with higher deductibles or co-payments and asking for any kind of group or membership discounts that may be available. Many medical offices including dentists and chiropractors are often strapped for cash while waiting for medical insurance distributions and are willing to negotiate your bill if you ask.

- Legal Services: Most legal serviced are billed by the hour so the best way to negotiate the cost down is to ask your legal service provider for ways to keep their time commitment down to a minimum. Ask if there any questionnaires, forms, or checklists that you can complete on your own time. Ask for discounts by offering to prepay in full rather that a partial payment or retainer. If possible, let your legal service provider know the amount that you can afford and ask that they keep their fees and costs within that range.

- Accounting and Tax Preparation: Keep their time commitment to a minimum by providing your tax and accounting information in a format that is compatible with their data base format such as “excel” or “quick books”. The more organized you are, the more they are willing to negotiate their fees. Also ask for referral discounts by providing referrals your friends and business associates.

As you develop your skills as a price negotiator and learn how to save money, you’ll find that significant money saving opportunities are abundant in the good times as well as the bad times.
